Job Overview

HR Learning and Development -The end client is the largest public provider of primary health care, with 29 health centers across the State of Qatar delivering a range of primary health care services focused on disease prevention, healthy lifestyles, and wellness.

The Qatar National Health Strategy, QNV 2030, and the 5-year PHCC Corporate Strategic Plan, focus on a ‘Highly Skilled and Motivated Workforce’ enabling continuous quality improvement standards, as governed by Accreditation Canada.

The overarching aim is to transform the health and wellbeing of the population of Qatar by enabling integrated, people centered, care.

We are seeking an HR Learning and Development Specialist with skills and experience in Healthcare and/or Education, capable of project managing a new dedicated workforce development, training, and primary health care education facility.

With strong project management skills (gained within primary healthcare or education) the successful candidate will understand the need to work collaboratively within the organization, and externally.

Objectives

  • Use HR Learning and Development expertise to develop a health workforce and teams capable of delivering high quality services across Qatar
  • Ensure best practice standards for workforce learning and development, and education across primary healthcare in Qatar
  • Establish an integrated program for workforce learning and development to enable lifelong learning and professional practice
  • Use innovation in workforce learning and development solutions including digital & blended learning, simulation training, and resources.
  • Encourage partnerships with academic, professional, and health organizations
  • Develop primary health care workforce skills catering to the 7 priority populations, through better health, better care, and better value.
  • Support Qatarisation succession plans, health care leadership, and primary health care careers.

Skills and Experience

Education:                    Bachelor’s degree in health, education and /or organizational development.
Certifications:             Professional teaching qualifications, HR, consultancy skills, management, project management Coaching, eLearning and IT desirable.
Experience:                  10 years’ senior consultancy experience in health and/or education
Language Skills:          English – Essential. Arabic- Preferred.
Computer Skills:        Proficient in Microsoft Office, Data Management and analysis, Learning Management System, eLearning Development Tools
