Purpose: To develop a center of excellence specifically aligned to current and future needs of all staff within primary healthcare

Seeking a Workforce Training and Development SME to help develop a Center of Excellence for workforce development, training and primary health care education. The role is supported by the client’s partners, external professional bodies, and education partnerships.

This is a key role in establishing international best practice and standards for primary healthcare workforce learning, development and education ensuring the directorate is supported with the technical expertise and specialist skills to operate as a Center of Excellence for professional health care teaching, CPD and lifelong learning standards.

Support Qatar’s National Strategies

The Workforce Training and Development SME will ensure learning and development programs, skills acquisition, and competency development, support national strategies for workforce development, skills and careers within primary healthcare

Workforce Training and Development| Healthcare

Core Focus:

  • Develop a health workforce and teams that deliver high quality patient services and outcomes
  • Ensure best practice standards for workforce learning, development and education for clinical and non-clinical professional groups.
  • Establish an integrated program approach to workforce development enabling lifelong learning and professional practice through effective and innovative workforce development solutions, digital learning tools, blended learning and resources.
  •  Co-lead on collaborative partnerships with academic, professional and health organizations to actively promote and empower professional practice and workforce development in primary health care for better patient outcomes and quality care.
  • Develop primary health care workforce skills for service transformation and delivery across the breadth of new and emerging services planned for the 7 priority populations, through better health, better care and better value.
  • Empower patients to inform workforce development plans and training, which focus on the standards and principles for people centered care and their engagement at the core of service planning, design and delivery.
  • Develop and coach health care leadership skills and practice to support Qatarisation, succession plans, health care leadership development and primary health care careers.

  • Project management at a senior executive level
  • Workforce development, HR and Planning
  • Healthcare education management commissioning and curriculum design
  • Business management: business planning and reporting, budget planning and procurement, strategy and risk management 
  • Change, organizational development and relationship management skills 
  • A strategic yet collaborative approach 

Please note, this role requires the successful candidate to relocate to Qatar 


  • Education: Bachelor’s degree in healthcare, education and/or organizational development
  • Experience: 10+ years of senior consultancy experience, working in health and/or education
  • Certifications (optional): Professional qualifications in teaching, HR, project management
  • Technology Skills: Microsoft Office, Data Management, Analysis & Reporting
